Exterior problems on the south side

Hi, I'm in 316. The soffits under the roof are coming apart just outside my window on the south side of the building. I'm wondering if this is a council issue?

Also, the eavestrough just under my balcony isn't draining properly. Water is collecting on the west side of the trough. It appears to be angled upwards near the one of the corners.

And, finally, I have noticed that there is a water leak between the eavestrough and wood right at the corner of the roof. It is starting to turn black, so I hope it's not rotting inside. Water drips pretty much right on the corner of the railing.
